The Yobe Government has kickstarted a strategic review of its human capital development interventions as part of efforts to improve service delivery and enhance the wellbeing and capacity of citizens across the state.
The review is being conducted at a three-day meeting of the state’s Human Capital Development and Democratic Dividend (HCD-DD) Council holding in Kano.
The meeting, chaired by the Deputy Governor, Hon. Idi Barde Gubana, is reviewing the implementation of the Yobe State HCD-DD Strategic Plan 2025–2027.
Represented by the Head of the Civil Service, Alhaji Abdullahi Musa Shehu, Gubana said the exercise provided an opportunity for stakeholders to assess progress, identify implementation challenges and develop practical measures for improving human capital development programmes.
He said the state government attached priority to education, healthcare, employment generation and skills development, stressing that investment in people remained fundamental to sustainable development.
Gubana also highlighted the importance of accurate and properly managed data in the planning and implementation of human capital interventions.
He said reliable data would enable government to effectively monitor programmes, measure their impact and properly document the outcomes of its interventions.
The Deputy Governor commended development partners, particularly Lafiya UK, for their continued support to the HCD-DD programme and reaffirmed the state government’s commitment to investing in its citizens.
The Technical Lead of Lafiya UK, Hajiya Hassana Adamu, in her goodwill message, commended the Yobe Government for sustaining its commitment to human capital development.
Hajiya Hassana said the administration’s efforts to improve the wellbeing of citizens had contributed to Lafiya UK’s continued investment in supporting the HCD-DD programme in the state.
The meeting also featured presentations on interventions in the health and basic education sectors.
The Commissioner for Health and Human Services, Hon. Mohammed Lawan, and the Permanent Secretary, Ministry of Basic Education, Hadi Usman, presented reports highlighting achievements, challenges affecting service delivery and recommendations for future interventions.
Earlier, the HCD-DD Focal Person described the Council as the apex decision-making body for human capital development and democratic dividend matters in Yobe.
He urged participants to actively contribute to the discussions to ensure that the meeting produced practical and implementable strategies.
He also appreciated Gov. Mai Mala Buni for his continued support for the Council and its programmes.
The meeting is expected to strengthen coordination among government institutions and development partners, address implementation bottlenecks and improve the delivery of human capital development interventions in the state.
