Why Buhari Was Reluctant to Sack Ministers, Gambari Lifts the Lid

Former Chief of Staff to President Muhammadu Buhari, Professor Ibrahim Gambari, has provided fresh insight on why Buhari was often resistant to dismissing ministers during his administration.

Gambari, who served from May 2020 until May 2023, described Buhari as a leader who “rewards loyalty” and seldom “uses and dumps” his appointees .

In a recent interview on Channels Television’s Inside Sources, Gambari revealed that Buhari’s deference toward his team stemmed from a deep sense of loyalty and fairness, as well as concern for maintaining morale within his administration.

He affirmed that Buhari “strongly rewarded loyalty” and deliberately avoided treating ministers like disposable tools, a tone consistent with Gambari’s earlier statements .

Those close to the presidency said Buhari was hesitant to sack ministers for fear of being unable to find suitable replacements aligned with his vision and ethics.

Analysts described the former president as indecisive when under pressure to remove appointees, due to uncertainty over who could match the desired competence and loyalty .

Gambari confirmed that internal aides often bypassed official channels by submitting memos directly to Buhari, some admitted that they “knew his weak moment” and acted accordingly .

Reflecting on Buhari’s consistent retention of ministers throughout his first term, Gambari said the president valued the breadth of skills and viewpoints in his cabinet, insisting they embodied the diversity and resilience of Nigeria itself.

Together, he said, they offered rational debate that informed policy formation and helped advance national goals despite economic, security, and corruption challenges .

According to Gambari, Buhari’s infrequent cabinet changes were less a sign of inefficiency and more a deliberate strategy to preserve continuity, morale, and integrity within government ranks, despite criticism from detractors demanding more decisive reforms.
