NERC Records 2,853 ‘Crazy’ Bills’ Complaints

Of the 8,305 complaints, the Nigerian Electricity Regulatory Commission (NERC) recorded in 2025, 34.35per cent (2,853) were in respect of outrageous billings.
According to NERC 2025 Annual Report: “The most common issues among the 8,305 complaints received were billing (34.35per cent), metering (29.62per cent), service interruption (14.82per cent) and disconnection (9.24per cent).
“The four complaint categories cumulatively accounted for 88.03per cent of the total complaints in the year.”
The report stressed that in the period under review, the Commission’s Customer Complaint Unit (CCU) – Ikeja received 2,860, Abuja 1,794 and Eko 1,387 DisCos recorded the highest number of complaints by their customers, accounting for 34.44per cent, 21.60per cent and 16.70per cent of the total. Conversely, said NERC, Kano DisCo (27) had the lowest number of complaints, corresponding to 0.33per cent of total complaints.
The report revealed that cumulatively, the DisCos were able to resolve 3,840 complaints, corresponding to a 46.24per cent resolution rate.
NERC stressed that the total number of complaints received across all DisCos in 2025 was 708,699.
It added that “Port Harcourt, Ibadan and Kano DisCos received the highest complaints (140,320, 126,082 and 100,586, representing 19.80per cent, 17.79per cent and 14.19per cent of total complaints, respectively).
“In comparison, Yola DisCo had the lowest complaints (9,388) representing 1.32per cent, respectively.
The most common issues among the complaints received by DisCos during the year were metering (44.56per cent), billing (16.73per cent), and service interruption (8.47per cent).
“These three complaint categories cumulatively accounted for 69.76per cent of the total complaints in the year.”
The report further revealed that following the satisfactory evaluation of applications, the Commission issued 194 licenses, permits and certifications in 2025.
According to NERC, as of December 2025, the total nameplate capacity of the 30 operational power plants licensed by the Commission is 14,039Mw.
Five out of the 30 power plants, said the report, are hydropower plants while the remaining are gas-fired thermal plants.
